Try driving in the winter over here in Finland when that is as high as the sun gets all day, so wherever you go, whatever time, it's in your eyes the whole day (what little daylight there is at that time of year)!

presumably taking photos while driving only adds to the danger

I always revert to taking photographs when the sun is shining directly in my eyes and I can hardly see where I am driving.
It's practically compulsory from a Highway Code perspective.
